When did EVV start in Connecticut?
In 2016, Section 12006 of the 21st Century Cures Act established a requirement for all states to use an Electronic Visit Verification (EVV) system. Medicaid home health care
services (HHCS) and personal care services initially were instructed to begin using EVV by January 1, 2023. The Connecticut Department of Social Services (DSS) requested and received approval for a Good Faith Effort (GFE) exemption request from the Centers for Medicare & Medicaid Services (CMS) to delay the EVV implementation timeline for HHCS. All providers were then instructed to comply with the Home health care services mandate prior to January 1, 2024.

What EVV systems can I use?
The 21st Century Cures Act directs Medicaid programs to require personal care services and home health service providers to use an electronic visit verification (EVV) system to document services rendered. Connecticut has selected Sandata as an EVV system aggregator, so agencies are free to choose any EVV system that is approved to work within the state’s certified EVV compliance parameters.
Alternate EVV Systems for Connecticut
Providers may choose to use an EVV solution other than Sandata; however, providers will still be required to export data from their selected system to Sandata’s “Aggregator.” A provider’s Alternate EVV vendor must complete the testing & certification process with Sandata in order for the provider to receive their EVV production credentials. The provider must then complete Sandata’s self-paced aggregator training. This requirement will be necessary for documentation, billing, and reimbursement purposes.
